Passar 1.0: staged changeover

Switzerland and the United Kindom sign Memorandum of Understanding on customs cooperation

On February 28, 2022 the FOCBS and the british customs authorities HMRC (Her Majesty’s Revenue and Customs) signed a Memorandum of Understanding (MoU) on the cooperation of the two countries in the area of customs. The agreement is the basis for further development of the existing customs and trade relationship.

Abolition of industrial tariffs as of 1 January 2024

At its meeting on 2 February, the Federal Council decided to abolish industrial tariffs as of 1 January 2024. The measure strengthens Switzerland as a business location and supports the recovery of the economy after the crisis.

The name of the FCA was changed to FOCBS on 1 January 2022

As of 1 January 2022, the current Federal Customs Administration will become the Federal Office for Customs and Border Security. This organisational development will enable the FCA to react quickly and flexibly to changes of the situation and thus contribute significantly to Switzerland's security.

Mid-term review of the project Dazit

In an interview with the portal Inside-IT, the programme manager of the project Dazit, Isabelle Emmenegger, answered questions. The Dazit project started at the beginning of 2018 and is scheduled to be fully completed by the end of 2026. So it's time to review the project now that it's almost halfway through.

Passar - SISA and logistics associations suggest setting up a core group "software development"

Together with SpedlogSwiss and the Swiss Shippers Council (SSC), SISA has suggested that the FCA set up a small core group in addition to the very large and rather passive software development working group. The aim was to clarify open points on Passar more quickly and directly.

EFTA-Indonesia Economic Partnership Agreement enters into force on November 1, 2021

The Economic Partnership Agreement between the EFTA (European Free Trade Association) and Indonesia will enter into force on 1 November 2021. The agreement is intended to stimulate trade relations between the EFTA states and Indonesia.

Abolition of industrial tariffs confirmed by National Council

Following the Council of States, the National Council has now also voted in favour of the abolition of industrial tariffs in the autumn session. With this decision, import duties on industrial products can be reduced to zero.

Switzerland participates in the EU's ICS2

Since 15 March 2021, Switzerland has also been participating in the Import Control System 2 (ICS2) of the European Union (EU). This is based on a provisionally applied amendment to the Agreement on the simplification of customs formalities and on Customs security measures.

Passar - replacement of e-dec Import postponed

The FCA is reaching its limits in implementing the new customs procedure Passar. The replacement of e-dec Import will therefore probably not take place before 1.1.2025.

HS Revision 2022 - Technological progress requires new customs tariff numbers

As of 1.1.2022, a revision of the internationally harmonised list of goods of the WCO will come into force. The necessary adjustments to the Swiss customs tariff have been approved by the Federal Council. The purpose of the revision, which is carried out every five years, is based on technological progress and is intended to enable more informative statistics and better control of trade flows.
