In an interview with the portal Inside-IT, the programme manager of the reorganisation project Dazit of the Federal Customs Administration, Isabelle Emmenegger, answered questions. The Dazit project started at the beginning of 2018 and is scheduled to be fully completed by the end of 2026. So it's time to review the project now that it's almost halfway through.
Isabelle Emmenegger's mid-term assessment is that "they have warmed up and have been able to bring stability to the team". She compares the progress to a marathon and says "they are well on their way". She emphasises that positive interim results are important in a marathon and that they have already achieved a lot despite the inert administrative environment.
Sub-projects such as Biera and Quickzoll have already been completed and are operational. The next big step "with public impact" will be the new digitalised goods traffic system Passar. Isabelle Emmenegger is sticking to the schedule and is convinced that the first release will be ready in June 2023. From then on, software providers will be able to connect their solutions to the new goods traffic system. When asked how flexible they are in the implementation of sub-projects, she says: "It is always possible to bring topics forward. But pushing them backwards is not possible. Currently, around 250 people consisting of FCA and FOITT employees as well as external service providers are working on the project Dazit.
She vehemently disagrees with the criticism of the Federal Audit Office that it had exceeded the budget of 393 million francs at current costs of 465 million. The timely implementation of the project required more internal resources than originally planned. However, this additional internal expenditure has no connection and no effect on the commitment credit of 363 million Swiss francs. This will be adhered to, because after half of the project duration, only a quarter of it has been used.
